Tailboard templates are drafted as generic starting points aligned to national standards. They are nota substitute for your department's own review or for adoption through your Authority Having Jurisdiction (AHJ). For topics carrying significant exposure (use of force, medical scope, civil rights), route through qualified counsel before adoption.
Every placeholder marked [BRACKETED] must be completed before adoption. Every section must be reviewed against your department's staffing, apparatus, water supply, EMS scope, geography, and the specific laws of your state. What applies to a career department in a city may not apply to a volunteer department in a rural jurisdiction, and vice versa.
Standards, regulations, and best practices are updated regularly. Verify the current edition of every standard cited before adopting this document. Once adopted, this document becomes your department's responsibility — not Tailboard's.

Summary
A short policy. A firm rule. Apparatus does not move with unbelted personnel aboard, ever, for any reason. This SOP captures the rule, the enforcement, and the few narrowly defined exceptions that do not create exemptions from this policy.
Definitions
- Apparatus
- Any [DEPARTMENT NAME] vehicle — engine, ladder, rescue, tanker/tender, brush truck, command, utility, or personal vehicle authorized for response.
Purpose
To protect members from injury or death in vehicle collisions and rollovers. More firefighter lives are saved by seatbelt compliance than by any single tactical innovation of the past generation.
Scope
Applies to all members of [DEPARTMENT NAME] and any passenger of any [DEPARTMENT NAME] apparatus, at all times the vehicle is in motion — emergency, non-emergency, training, or administrative.
Policy
- Every occupant of apparatus wears a seatbelt whenever the vehicle is in motion.
- Apparatus does not move from stopped position until the driver verbally confirms all occupants are seated and belted, and each occupant confirms back.
- Seatbelts remain fastened until the apparatus is stopped at the final destination. No donning of SCBA, bunker gear, or other equipment is performed while the vehicle is moving to the extent it requires the seatbelt to be unfastened.
- Standing, riding the back step, tailboard, or any position not designed for travel is prohibited, without exception.
Exceptions
There are no exceptions for brief trips, low speeds, familiar routes, or "we're just moving the rig." The only recognized exceptions are:
- A patient being transported in a patient-care compartment is secured per the ambulance/EMS securement standard, which supersedes this policy for the patient.
- A provider actively performing patient care in the patient compartment: care providers use the securement available for the provider position and, when none is available, minimize the time spent unbelted and notify the driver.
Enforcement
- Company officers enforce this policy on every trip.
- Drivers are authorized and required to refuse to move the apparatus until the policy is met.
- Violations are documented and subject to the department's progressive discipline policy. Repeat violations may result in suspension of driving privileges or of apparatus riding authorization.
Equipment
- Apparatus is equipped with functional seatbelts for every designated seating position.
- Belts that are damaged, missing, or non-functional are reported immediately and the seat is tagged out of service until repaired.
- Apparatus pre-trip inspection includes verification of seatbelt function.
Responsibilities
All Members
- Wear seatbelts whenever in apparatus in motion.
- Confirm belted status verbally when the driver requests it.
- Report damaged or non-functional belts.
Driver
- Verbally confirm all occupants are belted before moving the vehicle.
- Do not move the vehicle until compliance is achieved.
Company Officer
- Enforce compliance on every trip.
- Document and report violations.
Training Requirements
- At onboarding, and annually thereafter, members are briefed on this policy and its enforcement.
- Pre-trip safety briefings at every training evolution reinforce seatbelt use.
